Police Arrest Constable in Gujjar Youth Killing Case

A Jammu and Kashmir Police constable faces arrest in connection with the tragic killing of a Gujjar youth, Mohammad Parvez, whose death sparked widespread outrage in July. Officials confirmed that the arrest of Selection Grade Constable Pawan Singh occurred on Wednesday following a special investigation into the firing incident that took place near Sure Chak village on July 24.

Muhammad Parvez, a 21-year-old from Niki Tawi, was fatally shot by police during what officials initially described as a shootout. The police claimed Parvez was involved in drug peddling, a narrative that was firmly rejected by his community. Activists and family members labeled the incident a ‘fake encounter,’ leading to protests from the Gujjar community, who demanded justice.

Following the severe backlash and significant public discontent, government authorities established a special investigation team (SIT) to probe the events leading to the shooting, while a magisterial inquiry was also ordered. Such measures highlighted the concerns raised by notable political figures, including former Chief Minister Omar Abdullah, who joined calls for a meticulous inquiry into the incident.

The investigation uncovered alarming details, prompting the arrest of Pawan Singh and implications for his colleague, Head Constable Baljinder Singh. Both officers faced immediate suspension as part of the investigative measures instituted after the shooting. Officials mentioned that Singh was booked under Section 105 of the Indian Penal Code, which pertains to culpable homicide not amounting to murder.

People’s Democratic Party (PDP) president, Mehbooba Mufti, praised this decision as a pivotal moment towards justice. She emphasized in her statement that this case serves as a reminder that no individual, including police officers, is beyond the law. “The arrest of Pawan Singh is a crucial step toward justice,” she remarked, underscoring the importance of accountability within law enforcement.

Mufti referred to Parvez as ‘an innocent man,’ lamenting that while his loss is a tragedy for his family and community, the arrest offers a flicker of hope for justice. Her message, shared widely on platforms including X, advocates for continued vigilance in ensuring justice is served.

Jammu District’s Senior Superintendent of Police (SSP), Joginder Singh, received commendations for overseeing the investigation efficiently and transparently. Mufti acknowledged his efforts by stating, “This initiative helps restore faith in our justice system. I hope the judicial process moves swiftly so that Parvez’s voice, silenced in life, echoes through justice.” Through these developments, the local community looks toward the police and the judicial system with cautious optimism, pressing for accountability and resolution in the aftermath of this unfortunate incident.
