Justice Ranjit Vasantrao More, Chairman of the Central Administrative Tribunal (CAT), met with Dr. Jitendra Singh, Union Minister of State for Science & Technology, to discuss the Tribunal’s recent initiatives aimed at enhancing administrative justice. The meeting took place as part of the government’s ongoing efforts to boost transparency and efficiency within public institutions.
Since its establishment, the CAT has managed over 10 lakh cases, achieving an impressive disposal rate of over 93%. Justice More highlighted these statistics during the briefing, emphasizing the Tribunal’s commitment to prompt justice delivery.
Dr. Jitendra Singh commended the CAT’s efforts, aligning them with the government’s vision under Prime Minister Narendra Modi, which prioritizes governance reforms that improve transparency and public accessibility. He noted that administrative justice remains a cornerstone of effective governance and that ongoing reforms aim to enhance efficiency for government employees nationwide.
“The transformation in public institutions is driven by technology, transparency, and simplification of processes,” Dr. Singh stated. He illustrated how digital platforms expedite service delivery and reduce procedural delays, making governance more responsive to citizens’ needs.
Addressing the CAT’s advancements, he remarked that the Tribunal’s digital ecosystem, improved infrastructure, and increasing case disposal rates exemplify the broader governance reforms undertaken by the government. Such initiatives contribute to a more accessible and efficient administrative justice system, he explained.
Expanding access to justice remains a high priority for the government. Dr. Singh noted, “The establishment of new Benches and Circuit Sittings in remote areas has significantly enhanced access to justice. This initiative reduces travel burdens for government employees across states.”
Justice More elaborated on key initiatives undertaken by the CAT, mentioning new Benches set up at Jammu and Srinagar, as well as Circuit Sittings in Puducherry, Leh, Kargil, and Vijayawada. These expansions reflect the Tribunal’s commitment to serving underserved regions effectively.
He also reported on the success of the Advanced Case Information System (ACIS), which facilitates various digital services. These include e-filing, virtual hearings, SMS and email alerts, online payment of court fees, and mobile application support for litigants. This shift towards digital functionality has encouraged a more paperless operation within the Tribunal.
Dr. Singh praised the CAT’s digital initiatives as central to the Government’s Digital India mission, reinforcing how technology enhances institutional transparency and accessibility. He stated, “Digital transformation is essential in shaping institutions ready for the future.”
In reiterating the Tribunal’s efficiency, Justice More stated that despite an inflow of new cases, pending cases have decreased significantly. Moreover, in 2025, annual disposals surpassed new case filings—an indicator of the Tribunal’s effectiveness.
The Chairman further outlined ongoing initiatives such as the e-Office implementation across all Benches, onboarding of staff on e-HRMS, and the adoption of the Public Financial Management System (PFMS). These efforts collectively aim to modernize judicial processes and improve service delivery across the board.
Dr. Jitendra Singh concluded by reaffirming the government’s support for reforms that enhance institutional capacity and public service delivery. “Our goal is to ensure that governance reforms yield concrete benefits for both employees and citizens,” he said, underlining the importance of tangible outcomes in administrative reforms.
