The Election Commission of India (ECI) has announced the deployment of Central Observers for the upcoming Bihar Assembly elections and bye-elections in Budgam and Nagrota constituencies of Jammu and Kashmir. This decision, effective immediately, aims to enhance the electoral process across the nation.
The ECI’s move comes under its authority as per Article 324 of the Indian Constitution and Section 20B of the Representation of the People Act, 1951. These legal frameworks empower the Commission to ensure that elections are conducted smoothly and fairly.
Following weeks of speculation, the ECI’s announcement clarifies the timeline for the long-delayed bye-elections in Jammu and Kashmir’s 90-member Legislative Assembly. Political parties and candidates can now prepare for the elections with a clearer picture.
- The Nagrota seat became vacant after the unexpected passing of BJP leader Devender Singh Rana on October 31, 2024, shortly after the assembly results were declared on October 8, 2024. Rana’s daughter, Devyani Rana, is being discussed as a likely BJP candidate, although no official statement has confirmed this.
- The Budgam seat was vacated when Chief Minister Omar Abdullah opted to retain his stronghold in Ganderbal. His exit from Budgam creates a competitive arena, with the National Conference anticipated to nominate a formidable candidate to contest.
The Central Observers comprise a team of 470 officers, including 320 from Indian Administrative Service (IAS), 60 from Indian Police Service (IPS), and 90 from Indian Revenue Service (IRS) among others. They will monitor the elections across Bihar and the eight states/UTs with upcoming bye-elections.
The ECI will utilize these observers as the eyes and ears of the Commission. Their responsibilities encompass:
- Monitoring the conduct of polls under ECI’s superintendence.
- Supervising law and order, campaign conduct, and electoral management.
- Overseeing candidates’ election expenditures to deter malpractices.
- Promoting voter awareness and engagement in the electoral process.
“The observers are entrusted with the crucial responsibility of upholding the impartiality and credibility of elections – the bedrock of democratic polity,” stated an ECI official.
The ECI is preparing to announce the schedule for the Bihar Assembly elections by mid-October. Additionally, it has already set October 24, 2025, as the date for biennial elections to fill four vacant Rajya Sabha seats from Jammu and Kashmir.
