Venugopal referenced the Government of India (Allocation of Business) Rules, underlining Shah’s constitutional duty to account for the police’s actions in Parliament.<\/p>\n
\u201cUnder Article 75 of the Constitution, it is imperative for the Home Minister to answer on matters concerning his ministry. This principle ensures that the Executive remains accountable to the Legislature,\u201d he noted. Venugopal urged Birla, as the Speaker, to invoke Article 77, which empowers the Chair to ensure accountability at the highest levels.<\/p>\n
Venugopal passionately argued that it is the Speaker’s duty to ensure that the Home Minister appears in Parliament to uphold this essential aspect of democracy. \u201cIf the Minister does not present himself voluntarily, the Speaker must ensure his presence to maintain parliamentary integrity,\u201d he warned.<\/p>\n
